The bureaucracy is considered to be an organization which is structured hierarchically wherein those at the top (endowed with the responsibility for promoting the success of the organization) give order to those at the bottom, who are expected to follow and execute them. Bureaucracy, in a lot of ways can be considered to be the modern incarnation of the doctrine of separation of powers, wherein it reins in on the President over the issue of the abuse of power, especially in areas where the Congress o the courts fail to do their job.
